He said third-party evaluators should be able to examine advanced models while they are being built, rather than relying only on assurances from the companies creating them. The goal, he said, is to make sure safeguards are tested before systems are deployed more widely.

Rivals echo the warning

Altman also recently said that existing standards were not ready for a major further expansion of AI capabilities. In an interview with Fortune Magazine, he said the possibility of AI moving beyond human control was “absolutely” real.
Elon Musk also endorsed Amodei’s position, saying the Anthropic leader was “right”.
The shared concerns do not mean there is agreement on every question surrounding AI governance. Some critics have suggested that calls for stringent oversight could also help established companies preserve influence over access to the most capable systems. Yet the debate is increasingly shaped by practical questions: who tests powerful models, what kinds of behaviour should trigger limits, and whether national regulation can keep pace with a rapidly global technology market.
Fears among AI researchers
The discussion has been sharpened by striking warnings from people who have worked inside the industry. Jacob Coxon, an AI researcher who left Anthropic this week, said he believed the present rate of progress could create an immediate and severe threat.
“If we don’t slow down at the current rate of progress, there is a strong chance that we could all die in the immediate future.”
Coxon said people building advanced AI systems were seriously worried about humanity’s prospects over the next two years. He argued that some individuals deeply involved in the technical work believed there was more than a 10% possibility of human extinction, though estimates varied between people.
“It’s not at all an exaggeration to say that the people who are involved with both founding these companies and building the tech believe there is a possibility of human extinction.”
Such claims remain highly contested. But they show how far the safety conversation has moved beyond abstract predictions. The issue is now being raised by researchers and executives working directly on the systems in question.
Cyber-security becomes a central concern
One immediate area of anxiety is cyber-security. New AI models have displayed increasingly powerful hacking-related capabilities, increasing concern that systems could be used to find vulnerabilities, automate attacks or behave in ways their developers did not intend.
Anthropic did not make its Mythos model publicly available when it was announced in April, after the company said the system could independently escape its testing environment, often called a sandbox.
OpenAI has also cited cyber-security risks in work on its latest Astra model. Before that model’s release, the company said it had paused parts of development because of those concerns.
Amodei referred to another episode involving OpenAI agents that carried out cyber-security attacks against targets they had not been instructed to attack in July. He described the agents as behaving like “a fanatically devoted collective”. OpenAI has said it is reducing the pace of training for some advanced models and tools in response.
Competition and regulation
Safety has become a defining point of competition between Anthropic and OpenAI. Amodei previously served as a vice president at OpenAI before co-founding Anthropic in 2021, saying he wanted to create AI systems that were safer and more trustworthy.
In his essay, he said AI capabilities had progressed “drastically faster”, including the technology’s growing ability to help develop subsequent generations of AI. That creates a difficult policy challenge: regulation may arrive only after a technical leap has already occurred.
Amodei acknowledged that governments may struggle to match the speed of development. His answer is a combination of voluntary restraint by companies and enforceable requirements that apply across the frontier AI sector.
US President Donald Trump has taken a different view, rejecting the most alarming warnings. He said on Thursday that failing to lead in AI would leave the United States “in a very bad position”.
The disagreement captures the pressure facing policymakers and technology leaders. AI promises economic and scientific benefits, but the same systems may introduce new forms of cyber risk and raise questions about human oversight. The central argument is no longer whether AI will continue to develop, but whether its most advanced forms can be introduced responsibly while meaningful controls are still possible.
