Cleverly confirmed he has informed Conservative leader Kemi Badenoch of his departure from the shadow cabinet. His stated rationale centres on the need for unrestricted freedom of speech on all policy fronts affecting the capital, rather than being confined to a single departmental portfolio.

“I must be free to speak about every aspect of London’s future and concentrate fully on winning this race.”

A source close to Badenoch acknowledged the personal cost of losing such a senior figure from the opposition bench, noting that the leader “really didn’t want James to leave shadow cabinet.” Yet the same source expressed confidence in Cleverly’s electoral prospects, describing him as “a formidable politician” who “will out-campaign Khan” and calling him “a big asset in London.”

The Conservative Party has not yet formally selected its candidate for the 2028 mayoral contest. Cleverly’s announcement therefore represents a strong personal declaration of intent rather than a confirmed party nomination. He has not yet resigned his seat as MP for Braintree, meaning he will continue to sit in the House of Commons while campaigning — a dual role that will draw scrutiny over time allocation and constituency service.

The Incumbent and the Electoral Landscape

Labour’s Sir Sadiq Khan, who first took office in 2016, remains the sitting mayor. Whether he will seek an unprecedented fourth term has not been confirmed. His last election victory, in May 2024, was decisive: he defeated Conservative rival Susan Hall by more than 275,000 votes, a result that represented a 3.2 percentage-point swing toward Labour. Khan carried nine of the fourteen London constituencies, including two seats previously held by Conservatives, and captured 43.8 per cent of the overall vote share.

Those figures set a formidable benchmark for any challenger. Cleverly’s campaign will need to overcome not only a deeply entrenched incumbent but also the structural advantage of a party that, under Prime Minister Andy Burnham, controls national policy levers. A Career Spanning Three Governments

Cleverly’s political résumé is among the most extensive in the current Conservative bench. He served as foreign secretary under former prime minister Rishi Sunak and previously held the home secretary and education secretary portfolios under earlier governments. Before entering Parliament, he represented the Conservative Party on the London Assembly — the city’s devolved legislative body — where he chaired the London Fire and Emergency Planning Authority. He also worked directly for Boris Johnson during the latter’s tenure as mayor, giving him a long-standing connection to London’s governance architecture.

Elected as MP for Braintree in 2015, Cleverly rose through the backbenches over nearly a decade before mounting an unsuccessful bid for the Conservative leadership in 2024, ultimately losing to Badenoch. He is also an army reservist, a detail that has occasionally featured in his public persona.

Reform UK Enters the Fray

The 2028 contest will not be a two-horse race. Reform UK announced its candidate in January, naming Westminster City councillor Laila Cunningham. Party leader Nigel Farage reacted to Cleverly’s announcement on social media with characteristic bluntness, declaring the Conservatives

“done for,”

and adding that Cleverly

“will not be the first Tory MP to give up any hope of winning their seat in Essex.”

The jab at Braintree — a constituency in Essex that has shifted between parties in recent elections — underscores the fragility of Conservative support in parts of the capital’s outer boroughs and the wider region.
