Natural Resources Wales (NRW) confirmed that widespread wildfires, critically low river levels, and the cumulative effects of multiple heatwaves have pushed the region into this significant environmental state.
The Welsh nation has experienced approximately five percent of its typical July rainfall, following a sequence of consecutive heatwaves and an unusually dry period spanning April through June. According to Afonydd Cymru, the organization representing Wales’ river trusts, diminished river flows are creating “significant problems” throughout the region, resulting in fish mortality and threatening other wildlife populations. Agricultural unions have simultaneously cautioned about deteriorating crop conditions and livestock suffering from heat stress.
Geographic Scope of the Drought
NRW identified several specific regions affected by the drought declaration, including North and South Gwynedd, Ynys Môn (commonly known as Anglesey), along with the Dee, Clwyd, and Upper Severn areas. The river Elwy in Denbighshire stands among those experiencing notably reduced water levels.
Last week, NRW announced that both north and south-east Wales were transitioning to “prolonged dry weather” status, which represents the initial phase toward formal drought designation. This preliminary classification prompted enhanced monitoring protocols and regular inspections of waterways and critical wildlife habitats, alongside guidance for farmers and other water-dependent users.
The regulatory body now indicates that the threshold for declaring drought has been met across northern regions and portions of mid Wales. This determination relies on exceptionally diminished river and groundwater levels, parched soil conditions, and documented impacts on wildlife, agricultural operations, and forestry activities. Meanwhile, the remainder of mid and southern Wales maintains its “prolonged dry weather” classification.
Historical Context and River Systems
July is projected to become Wales’ driest month in nearly 190 years if substantial rainfall does not materialize before month’s end. Rivers designated as exceptionally low include the Clwyd, Alwen, Alyn, Clywedog, Dyfi, and Conwy in northern Wales, as well as the Wye, which traverses mid Wales and extends southward along the English border.
Additional water is currently being discharged from reservoirs to maintain flows on the Clwyd and Wye rivers, as well as the Severn in the southeast and the Dee in north-east Wales.
Rhian Thomas, sustainable water and nature manager at NRW, stated: “The prolonged period of hot, dry weather we have experienced this summer is now having serious impacts on the environment across parts of Wales.”
She continued: “We have seen rivers fall to exceptionally low levels, groundwater continuing to decline and increasing reports of environmental impacts affecting wildlife, fisheries, farming and sensitive habitats.”
Thomas further noted that recent wildfires across north and south-east Wales served as “one of the clearest and most visible signs of how dry our landscapes have become.” She emphasized that while drought status does not automatically guarantee water shortages for consumers, it demonstrates the mounting pressure on the environment. “We are asking everyone to play their part by using water wisely and helping to protect Wales’ natural resources during this exceptionally dry period,” she added.
Understanding Environmental Drought
An environmental drought develops when extended periods without rainfall combined with elevated temperatures create severe stress on the natural ecosystem. NRW explains that this phenomenon produces critically low river flows, reduced reservoir reserves, and exceptionally depleted groundwater levels, all of which negatively affect wildlife, fisheries, and protected habitats.
This drought category typically emerges before agricultural consequences—such as failing crops—or public water shortages become apparent. Key impacts include shrunken rivers with decreased oxygen levels and increased water temperatures, which restrict species migration patterns like those of salmon. Habitat loss occurs as reduced water levels cause riverbeds to dry, leading to biodiversity decline and fish kills. Additionally, private water pressures intensify as natural springs and private boreholes may run completely dry.
Gail Davies-Walsh, chief executive of Afonydd Cymru, commented: “The country’s waterways were already under strain due to pollution. The lack of rainfall and decline in river flows is really starting to exacerbate water quality.”
When environmental drought conditions are identified, NRW frequently transitions affected areas to “prolonged dry weather” status. This classification initiates enhanced waterway monitoring, restricts water abstraction licenses to safeguard low flows, and results in additional reservoir water being released into rivers. Despite rain predictions for the weekend, full recovery of river systems will require considerable time, particularly as some rivers have already experienced complete drying in certain sections.
