The biological cases were part of a wider set of alleged abuses uncovered between December 2025 and August 2026. Anthropic said it disrupted malicious use of its Claude Haiku, Sonnet and Opus models by suspected criminal networks, state-linked actors, spyware sellers, propaganda organisations and politically motivated individuals.
The incidents covered a broad range of activity. They included fake dating services, hotel Wi-Fi fraud, surveillance intended to identify dissidents, cyber operations, influence campaigns and efforts related to weapons development.
Anthropic also said Claude had been used by actors tied to a Russia-based cyber espionage campaign and by an Iranian propaganda institution. It named the hacking group ShinyHunters among those connected to misuse, alongside China-based laboratories.
One alleged operation consistent with the Russia-based Midnight Blizzard group involved using AI to build a tool that monitored whether malware had been detected by security systems. The system was designed to alter the malicious code repeatedly until it could avoid those defences, Anthropic said.
The report also identified six cases in which Claude was used to develop software connected with conventional weapons. The work involved firearms, missiles, armed drones, bombs and other munitions, as well as systems used for targeting and control.
Focus on model safeguards
Anthropic said none of the documented misuse cases involved Claude Fable or its more powerful Mythos-class models, except for one alleged instance of distillation. Distillation is a technique in which a smaller model is trained with the help of a larger and more costly one.
The company accused Chinese AI firms of attempting to reproduce Claude’s capabilities. Such efforts highlight a second concern for developers of advanced models: safeguards applied by one company may be weakened or bypassed if capabilities are copied into systems with different controls.
Threat intelligence reports have become a regular part of the AI industry’s public safety work. Companies use them to show how they investigate suspicious activity, remove access from accounts that violate rules and share relevant findings with other organisations. Anthropic said it passed intelligence to authorities and industry partners when appropriate.

The separate disclosure underlines how major AI developers are facing similar attempts to turn general-purpose tools toward dangerous ends.
Political pressure grows as capabilities advance
The disclosures arrive amid intensifying arguments over whether the development of advanced AI should be slowed. Some researchers and technology figures believe the systems could eventually create risks far beyond today’s fraud, hacking and misinformation problems.
US Senator Bernie Sanders has called for a pause in the development of advanced AI and a prohibition on artificial superintelligence. In a recent public appearance, he argued that the pace of development should be reduced.
